Sure :)
If you have seen the tapeless recorders they are selling now, you have 
basically seen a simplex repeater. It is a store and forward system. It will 
take "x" amount (90 seconds on mine) of anything it hears and stores it to 
memory. After a small delay it will repeat it back through the transmitter. 
It will work on the same frequency hence the name "simplex repeater". Not as 
sophisticated as a full duplex system, but nowhere near as expensive either. 
The limitations of the system are (besides no duplex) are the limitations of 
the transciever. ( you use a normal transciever; no duplexers or fancy 
antenna's are required)
