The frequencies you listen to on your scanner are pretty much line-of-sight. 
That means that if there is a hill in the way you have to look over it with 
your scanner antenna.  But if you can receive the signals inside the house, 
perhaps a discone mounted on a 10 foot pole on your roof would be all you 
need to get very good reception.
