The GSM networks (and to an extent the international ones, INCLUDING THE USA (!), are already passing caller ID. All the numbers in my Communicator are in the international format (even the UK ones all start with +44) and I nearly always get caller ID and name lookup when the phone rings. And it logs all calls (in, out, fax, email, SMS text, failed or succeeded) until you dump the log or it runs out of memory.
