An internal modem will use it's own internal UART.  (Actually UART
emulation.  Same difference.)

It is unusual for a computer not to have one, if at least for a mouse.
Most I/O cards will have one.  But no, the internal modems use their own
internal uarts, which are naturally going to be buffered (and report
themselves as 16550AF's, usually.)
