The Windows kernel _is_ different.  In OS/2 Warp 3 "without Windows" the
Windows kernel already present on your machine from another source is
used; whereas OS/2 Warp 4 comes with its own copy of the Windows kernel.
To be honest, though, the only common problem that this causes is the
inconvenience of having to reinstall a DOS+Windows application that has
modified \WINDOWS\{SYSTEM,WIN}.INI (alas, a flaw all too common in Windows
applications!) so that it modifies \OS2\MDOS\WINOS2\{SYSTEM,WIN}.INI as
well.
But Logitech's claim was the the _DOS_ support was different, which it
wasn't.  In both OS/2 Warp 3 "without Windows" and OS/2 Warp 4, OS/2 is
what supplies the DOS support.
