Hmmm ... here's the sequence I followed (Win XP Pro):

RMB on Network places and click on Properties RMB on Local Area Connection
(type is "Lan or High-speed Internet") and click on Properties

This shows a dialog with 3 tabs:  General, Authentication, Advanced

On the General tab there are four options:

Client for MS networks
File and Printer sharing
QoS Packet Scheduler
Internet Protocol (TCP/IP)

All four have check marks.

Select Internet protocol and click on Properties button.

This shows a dialog with 2 tabs:  General tab and Alternate Configuration.

On the General tab

Radio button (selected) "Obtain an IP address automatically"
Radio button (deselected) "Using the following IP address"

Radio button (selected) Obtain DNS server address automatically. I
deselected it by selecting "Use the following DNS server
addressess" and entered the two values in Preferred DNS Server and
Alternate DNS server.

Click on OK or Close often enough to put away all the dialogs.

Exited browser.
Restarted browser.

Typing in address http://antwrp.gsfc.nasa.gov/apod/astropix.html fails
Typing in address http://www.globeandmail.com works.

Looks like it isn't me ... I'll have to pound on my ISP's door.  Thanks for
walking me through the possible solution.
