subject: call `em back?

I posted about this a while back...
I'm in a bit of a weird situation here with regard to phone companies, which
means that there are a whole lot of exchanges, in fact a metro area, which
I can call out to but for them to call me it's LD.
I was thinking that there oughta be some way to get Maximus to do this for
the users who are calling from certain specific exchanges in my area code.
Earlier, when I posted about this before, several people suggested a
specific callback verifier called "padlock". I have not been able to locate
this file, and in fact don't have a filename to look for.
I'm somewhat hampered by the fact that I have no LD service here at the
present time, so I can't call out and just freq this from anywhere. If it's
possible, I'd like to get this via encoded email to the address below. If
that's not feasible, if someone could point me to a specific filename at a
specific location on the 'net, I'll ask a friend to pick it up for me.
Any help with this would be appreciated...
