If you have the money, the "undisputed" best brands to buy for scanners are
the AOR nrand and especially ICOM.  (heres where I get 20 replies cause I
called it the unisputed best :-)  opinion of course..   If you want a
handheld,  get the AOR8000, thats pretty much the best their is plus has some 
"advanced features" (which you'll learn about when you buy it..  If you want
a BASE MODEL scanner (and like I said your willing to cough up alot! of money
get the ICOM R-9000 (and it is still available despite what others may tell 
you) or at a much more reasonable price the ICOM R-7000.   As for an AOR
modem base scanner. Go for the new Model AOR5000 ($2,000 price range) or
I think its called the model AOR3100A?(not sure of the model number, its
in the $1,250 range).   Expensive yes.  But I always say buy the best FIRST,
then you'll never have a need to buy something better when you already
have the best :-)    Seriously though, if you just want to get started out
in the hobby, you can just hop on down to radio Shack and pick up any one of 
the extensive lines of scanner at prices which go for less than $350.
