Each district in the US chooses its own salary schedule. For most, it's
basically BA, BA+18, BA+30, MA, MA+18, MA+30, PHD for "across the scale", and
then "going down", it's by number of years service. A first year teacher in
the state of California will probably start on Step 1, BA+30 (since the state
requires 30 hours past the bachelors degree in order to get a credential).
If a teacher has some experience, each district can set its own criteria for
how much credit they will "award" a transferee with. For instance, I have 9
years teaching experience. Six of those years are in public school, and those
are probably the only years I'll get credit for. Even there, it's a toss-up
whether I'll get credit for all six of *those* years, if and when I ever get
hired. In the local District, I'd start on Step 4. In another district, I'd
start on Step 5.
