Not in Verizon-land.  If you're with a CLEC, you have to drop service, wait
for the disconnect to clear all of Verizon's obstructionist databases,
count to lebenty-seven, then re-order.

Except if you're changing from a "partner" to Verizon itself. 
Then it's magically faster.

Everyone here who changes puts the DSL on line 2, then drops it from line
1, if they have the two lines to play with.
