    Districts here are finding it hard to staff foreign-language positions, 
too...and they're not demanding a similar requirement be rescinded.
    I think there is a genuine problem hiring people who are certified in 
foreign languages.

    Many might not _want_ to teach little kids, anyhow...or might lack the

taking college students to rural Quebec).

    A friend in Toronto tells me that Quebec is very anti-English as a matter 
of nationalistic pride, so don't be surprised if there aren't any!
