Hmng ... The following works for me to create a new rotated text box
(which can include tables):
Alt-F9, 1, 1, 2 then select Text
              3, Alt-F9, 5 then 2, 3, or 4.
F7 to exit editing the box.
The only reason I can think of that it would/should not work is that you have 
a printer that cannot put rotated text on the paper -- e.g. an old dot matrix 
printer.
You could test this by installing a driver for a laser printer, selecting it 
and trying it again. If it now works -- viewable with print preview ;-) -- 
that was the problem.
