I find nothing unclear about that statement, except possibly what was meant 
by "value". I meant "capacitance". I assumed any electronic person reading 
this would immediately assume value=capacitance, since the two terms are, by 
common useage exchangeable.

No, i meant IN VALUE. as in the capacitor's rated capacitance. I never 
mentioned resistance or leakage. It is a fact that capacitors do not increase 
their value (ie capacitance) as they age, rather, their value (capacitance) 
decreases as they dry out.

 Yes, a lower value cap has a higher impedance. It was simply not waht I was 
referring to.
