The only other reply (so far) said this was a reserved, non-Internet Class A
address -- in other words, it's as safe as the more familiar 192.whatever.

As the other reply noted, just "telnet 10.0.0.2" from any OS/2 or
eCS command
line. If you prefer, there's also a PM version (template is in one of the
Internet folders).
