It's required there, not needed on SCSI.

Provides part of the translation ATAPI  SCSI required by cdrecord in most
(all?) ported versions. (DaniATAPI.flt provides the rest.)

You also need the latest os2aspi.dmd. Relevant lines of my config.sys:

 basedev=os2aspi.dmd /all /share
 device=d:\os2\boot\aspirout.sys
