As one that has come upon burn victims from accidents as a routine
function of my job, I use whatever is readily available until Medic 1
arrives.  That can be ice from my lunch cooler, water from my water
bottle, or whatever I can find.  We get the training that says place a
layer of sterile cloth over the burn, then pour cool water over the
affected area.  However, we aren't issued sterile cloth or cool water in
our patrol vehicles.  The closest thing we have is gauze in the first
aid kit, and we've been chastised for using that by the EMT's.
I think what Alan was stating was correct, he took immediate action,
then moved on to a more appropriate course of aid.
