That's the question, isn't it, Roger?  I'd be interested to see if there is 
an instance in which the federal government so much as cut back on a 
municipal agency budget, for failure to either follow guidelines, else 
failure to allocate (spend) all of their funds.
I have obtained a number of USDHHS Administration on Youth and Families 
interim memos, policy interpretation question documents, grant administration 
guidelines, policy announcements, etc.  I'll try to find something 
"concentrated" enough to post here, as much of the information is scattered 
throughout the several hundred documents, the most recent of which are in WP5 
format.
