Jay,

In my experience, if the record is simply washed with soap it will
have a large amount of surface noise because the substrate material
will be too dry. There were specialty lubricants, that could be
applied after washing, which did significantly reduce surface noise.
These were spread with a special brush having micron size bristles, to
get at the bottom of the groove and not just on the flat shoulders of
the record. I don't know if these chemicals are still available
however?
