It's really a question of how DHCP works.  The whole idea of DHCP is 
that a user "reserves/leases" an IP address for a period of time.  Most 
companies I know of set the reservation time to around 30 days.  I don't 
see the benefit of reducing the time this low and if youa re running any 
network management systems which are based upon the hostname to IP 
address relationship (i.e. HP Openview, Tivoli etc..), you'll drive them 
crazy with things set this low.
