On an ATX it is just; plug in the PS, short two pins on th MB, the PS
turns on. If it doesn't turn on, swap the PS or MB, throw away the
one that doesn't work. I was at CES last week. Someone wanted to
sell me a POST test card; $900. Do you know how many decent MBs you
can buy for $900? And then there are the $55 BIOS upgrades. Any MB
that doesn't do what you need is either in warranty or can be replaced
for $50.

Any "real world" PS will have active protection. It is reset by
pulling the power plug. I have had a few PSs quit. I have one where
the machine will not always power up. When it does, if I tap the PS
with a screw driver it will shut down. I may pull the cover to see if
I can see anything loose. More likely I'll toss it in the corner and
that will be the end of it. I have salvaged the fans for case fans.
