I think for the TSE upgrades, there should be a a translation program to
do: 
       (1) old.ui  -> new.ui   -\
       (2) old.cfg -> new.cfg  -/ burn-in a new TSE
With this, the users will at least maintain what they have got from the 
previous version. This will mean a few things:
       (1) all old SAL functions must be supported in the new version in
           the form of a new function or in a "simualted" way
       (2) default values will be used for any new parameters in CFG 
       (3) new/improved functions implemented in UI will NOT be available
           (the translation program can be made more intelligent in order
            to handle this situation, e.g. doing code comparision, checking
            key assignments, etc..)
Maybe someone would like to take up the challenge and write such a 
ranslation
program?
