Yes it does, because then we have a problem when we want to open
telecommunications up to competition.  I fail to see any 
disadvantage in leaving the charity to the government.  If the
government wants to give every rural owner with a telephone $500,
that's "fine".  The rural person can choose Optus, Telecom, etc
etc.  That's fine too.  BFN.  Paul.
