Some states require permits to have a scanner in a car, others do not.  All 
will allow you to use one in your home.  Some get uppity about walking around 
listening to one - particularly in government controlled areas like beaches 
and parks.  A few businesses won't allow them on site either for security 
reasons.  One federal law - you can't divulge what you heard on the scanner 
to anyone, or to rebroadcast any transmission without the permission of the 
parties involved.
  
Somehow I lost the list of which states require auto permits or I would 
attach it here.  Maybe someone could help us both out by resending it.
