It may be possible.  Just not from the oringial author.  He sold it.  Right now
I dont remember who purchased the code.  He never did anything with it.

The built in fido tosser should extract the mail packets.  Irex should be able
to do the mailing using binkd.  It will do either binkley (BSO) style or arc
attach style like PCB uses.  Unless you have more then two downlinks, it is
free.
