Weeeellll - to a certain extent. I am aware of one situation here
(Phoenix, New York) in which a teacher requested that a child be
tested for LD. The school psychiatrist ran a few tests and declared
the child ineligible for assistance. To that extent the school
district took responsibility for the diagnosis. The parents wanted
to challenge the finding and had to do so at their own expense using
an outside consultant.
As for the statements quoted above, I probably read a bit quickly
(treatment for a disability) and was thinking on a broader scale.
We do initial screening for learning disabilities, and we treat
those we find.
