CINCUS approval is needed for the Navy to pop even a Tact-Nuke under most

        Most people dont even realize that the R/B/UGM-109 Tomahawk got it's
start as an outgrowth of a loophole in the SALT 1 Arms treaty that was signed
in 1972.  Kissinger asked the DOD to come up with a delivery system that had
not been considered during the negotiations, and the analysts discovered that
air-breathing (as opposed to rocket-powered) Cruise Missles were not banned
under the recently signed agreement.
