ÿÿÿÿ Sectionÿ202(d) of the National Emergencies Act (50ÿU.S.C. 1622(d))
provides for the automatic termination of a national emergency unless,
prior to the anniversary date of its declaration, the President publishes
in the Federal Register and transmits to theÿCongress a notice stating that
the emergency is to continue inÿeffect beyond the anniversary date.ÿ In
accordance with this provision, I have sent to the Federal Register for
publication the enclosed notice stating that the emergency declared in
Executive Orderÿ13159 of Juneÿ21, 2000, with respect to the risk of nuclear
proliferation created by theÿaccumulation of a large volume of
weapons-usable fissile material in the territory of the Russian Federation
is to continue beyond Juneÿ21, 2008.

ÿÿÿÿ It remains a major national security goal of the UnitedÿStates to
ensure that fissile material removed from Russian nuclear weapons pursuant
to various arms control and disarmament agreements is dedicated to peaceful
uses, subject toÿtransparency measures, and protected from diversion to
activities of proliferation concern.ÿ The accumulation of aÿlarge volume of
weapons-usable fissile material in the territory of the Russian Federation
continues to pose an unusual and extraordinary threat to the national
security and foreign policy of the UnitedÿStates.ÿ Forÿthis reason, I have
determined that it is necessary to continue the national emergency declared
withÿrespect to the risk of nuclear proliferation created by
theÿaccumulation of a large volume of weapons-usable fissile material in
the territory of the Russian Federation and maintain inÿforce these
emergency authorities to respond to this threat.
