I suggest you phone the service providers.  These $$ are collected nia the
phone service and via the service provider, as I understand it.  The phone
call initiator is billed in their monthly or quarterly telephone bill.

As I understand it, the 0055 (or other number provider - there are a few
schemes) is given a % of the total bill, depending on the calls generated,
and the $$ generated.  The greater the $$, the higher the % given to the
vendor.

This is no issue for providers of 0055 type services.
