I think anyone that objects to a moderator need to ask themselves why they
don't want one, could it be they are more off topic than on topic and don't
want to be moderated. Thats the whole reason the echo is in the state it's
in.

If the echo is returned to topic then the moderator need not be seen, no 
time limit should apply, if the area is on topic the posters have no reason
not to want a moderator.
