As I said earlier, James defined Pragmatism by saying "actions are
judged by their outcomes."

And when outcomes are easily predictable, actors may also be judged.  And
it's easy to see what the outcome of their actions would be, had they been
successful.

As it was, they successfully scotched any liklihood that Saddam would fold
peacefully.
