Possibly when new, but only on an individual item by item basis. Bearing
noise on a new fan should be imperceptible. Sleeve bearing fans are the
ones that get noisier as they wear, which generally happens very much
more quickly than do ball bearing fans. I've never gotten as much as a
year of continuous use out of a sleeve bearing accessory or CPU fan.
Sleeve bearing fans used in power supplies seem to be a bit more
durable.
