Rockwell did allow third parties to develop RPI and RPI+ software, just
under a licence agreement such as Tradewind s/w (COMit series), Pacific
Image Comms (SuperVoice II),  Bit Software (Bitcom), Softklone (Mirror III
for DOS), ...   Erm, all these run under DOS
