Might that be an anecdotal observation?  I've read quite a few reviews
saying this or that fanless under this or that condition is quite cool
to the touch.

Now if you defined what a "decent" PSU is I'd cheer.  It's clear that a
lot of people are ready to slam any idea of fanless (I couldn't possible
have an educated opinion myself), but there's not NEARLY so much said if
one asks for positive recommendations.

Obviously, "barely noticable" is subjective.  Some people have a much
greater tolerance for constant a whining noise in their ears than
others.
