bad example... it is a reasonable expectation of someone who has viruses
(for the purposes of distribution) that they would know that viruses are
dangerous and take precautions to keep them out of the wrong hands... it
is not really a reasonable expectation for a ladder company to keep
their ladders out of the hands of morons...
there is, to a certain extent, a legal obligation to act responsibly -
just as a gun shop owner must check for gun permits, and drug/grocery
stores must make sure they sell cigarettes only to people over 19 (at
least where i am)...
these things are enforced, responsible virus distribution isn't...
yet...

it's incitement if they go around spreading it on boards, it's criminal
negligence if they simply hand it out to anyone who asks.. by uploading
virus related materials to virus related boards one is implicitly
encouraging the further spread of viruses... that is incitement...
the only thing that keeps people who spread viruses in the us out of
jail is the fact that the justice system hasn't clued in yet... but they
are getting there...
