Were I to walk you through every conversation I ever had with South
Africans when I was there and, back in Canada, two nuclear physicists (one,
sadly, died at New Years in, ironically, South Africa; the other was
involved in a-weapons development) you might come to the same "not
quite certain, but damned close to certain" conclusion that I have
reached.  Or not.
