sndPlaySound() is part of the API. PlaySound() is the older
version, but they include it for compatibility with older builds.
I haven't researched it much, but they seem to have included some
more options regarding what you want it to do when called. You can
loop the sound, stop the sound, find out what sound is playing, and
a few other things with a call to sndPlaySound(). It seems to only
work for playing .wav format sounds, but I haven't researched it to
any great extend, so it may also play .mid files through the
directsound interface, but I don't know how at the moment.
