Thats a bit drastic, why not just cut the sysops link for the echo.

Should be for all to use.
I suspect it would be hard to police otherwise. 
It should be an area for TRADING, where commercial trading is permitted,
not restricted to just commercial dealers.

Also a little too harsh repeat offenders could be sent on a holiday from
the area for a short periods of time, if offences continue after user is
permitted to return then a more permanent punishment be considered but only
a last resort.
