Yes, juice usage tracks demand. And switching supplies ARE efficient.
But, assuming the 300w unit is a good one, it will requires less juice
to power itself than will the 800w unit.
90% efficiency is possible. 80% may be the median achieved in the
current broad market.

This is not strictly correct. If I have a 800W PS & components draw
150W then the PS will draw not much more than 150W. This how the
switchmode works. If running costs is important then look at PS
efficiency ie. over 90% efficiency would be your mark. And they do
exist.
