My suggestion is to start with something that will at least "search" for 
frequencies.  Without that, you pretty much have to rely on frequency lists.  
It doesn't have to do automatic stores of the frequencies that it finds, but 
it should at least be able to search.
  
With that in mind, Radio Shack has had the PRO-2026 on sale (model closeout). 
 See if you can find one of these to try out.  It's fairly small and works 
well.
