 There have been a number of Tests here in the United States. ALL
 resulting in Failure becasue of Interference with Other LICENSED
 operators. The the lure of the Mighty Buck urges them on so the tests
 go on. And of course the FCC menbers being political Appointes ignore
 the Scientists and Failed Test results and march on blindly.
