The echo is in too bad a shape to wait for the election to finish IMHO.

What's wrong with having a moderator?  If the echo gets back on line then
the moderator won't have anything to do and it will be as if there is no
moderator. If this problem happens again we will have a moderator to step
in straight away before it again gets totally out of hand and we have to
have another election etc.
