IF you have FIRST made a sincere attempt to allow them to participate
peacefully.  And that didn't happen in Northern Ireland until the '90s, two
decades and more after the Troubles started.

The helicopters are commanded by the same man who commands the ground
troops.  They work for him, and don't have their own show.
