I read Harlan's book "The City on the Edge of Forever". In it
he prints his original screen play plus excerpts from later rewrites.
Although Harlan's story is interesting, I don't see it as
undying art compared to the as filmed version. That's just me.
The book itself was a fascinating look into the darker side of
Gene Roddenberry and the whole Trek phenomenon.
The problem with Voyager is that they are too wedded to the
"Action/Adventure" format. David Gerrold described what was wrong with
that idea in "The World of Star Trek". If they were cut loose from
format restrictions, then they could do a really, really good show.
DS9 has stories in it occasinally that are excellent. I like
'em. ("Soldiers of the Empire" was especially nice, for example).
They aren't as restricted in the types of stories that they tell. If
P'Mound took the low-brow action/adventure shackles off of Voyager then
it might produce stories comparable to anything that TOS did.
OTOH, it might be too late for them now.
