This splinter group that is from Quebec is more than likely *Scouts de 
Quebec*.
Thats the Quebec Provincial Scout Association.  They have been around for 
many, many years, and are not part of the World Movement.  A bit like the BC 
Scouts Association.
Last time I saw them they wore a tan shirt (in 1983) and a white beret.  No 
badge sash that I remember, but their badges were not BSC type.  They came to 
450 Sqn and I had to give them a tour of the hangar and the Chinooks.
