I'd consider it over-reaction, although I would not go so far as to 
ignore it. As I see it, there are three possibilities:
1. He's a psycho.
2. He's shooting off his mouth in a totally irresponsible manner.
3. He's sane, but making a genuine threat.
1 and 3 call for serious action, but 2 rates a rap on the knuckles with 
a ruler. I'd say a check of his background and a talk with a 
psychiatrist is in order, but I wouldn't take any other actions unless 
he has a history of violence or proves to be unstable.
