It can't be done by a moderator anyway.   A Policy Complaint, resulting in
an excommunication ruling (very rare nowdays, in Australia) must be filed
by a node Sysop, betting his node number in the process.  If (s)he happens
to also be a moderator, that's nothing to do with the ability to request
excommunication.
