On the one hand I'd like to give at least passing respect to the copyright,
but on the other hand I'd like to provide an alternative to having to
obtain Microsoft software to read documents made available on
www.dca.gov.au, and the government habit of expecting responses to public
inquiries in early to mid January doesn't help either, so go ahead.
