Well, whether you believe it or not doesn't worry me, I trust my eyes and I
trust my watch.
Perhaps the compression routine got confused, and the flow control was going
psycho. It was going about 3500cps most of the time, then it would belt out
about 20K really fast in short bursts every 30 seconds.

A 33.6K modem can pump 4000 cps, and 56.6K modems work on standard lines
(I think), it's the terminal that slows the transfer down. Perhaps the terminal
I go through is one of the new ones, my lines could be very good. Besides, I
think that for the 33.6K modems they just use the same chipset as in the 28.8
and modify the BIOS.

Got 3500 cps on my last upload. These files are definitely ZIP files because
I compressed them myself with the -EX switch.

Well, I uploads about 10% faster than it downloads usually.

So how fast does your modem go? Whether it's 8 BIT or not, it'll still go
the maximum symbol rate allowed on a standard phone line, and it has done so.
