I wouldn't rely on the PSU fan for that purpose anyway. AFAIK the AMD
guidelines clearly indicate that other means should be provided for
evacuating the heat generated by CPU etc. Meaning either more fans, or
more attention to choosing low-power components so that natural airflow
and heat-transfer capacities of the system case would be adequate.

Right, but a machine next to me is already an exception. The CPU fan is
controlled by software, the HDD is a 2.5" low-noise model, so the only
audible noise most of the time comes from the PSU fan (although there's
a speed control circuit as well). What stops me from replacing the PSU
with a fanless design is the dubious reliability of what is being
offered on the local market.
