The claim of capacity from a PSU being reserved for fans is new. Why do
you think that is so? Are all fans on a unique voltage or powered by a
their own regulators?

Why?

Because in reality they were only 280W PSU. 220W was reserved 
exclusively for fans (as I figured out after bying - no mention about 
that little matter on their commercials).
